 When a person is arrested at the border, if the quantity of drugs is substantial, a federal criminal prosecution will begin. The arrested individual  is normally transferred to the Imperial County Jail, and then the case will be set for a first court appearance in the United States courthouse in El Centro.  This is called the “arraignment.”
